Jay Carney, Washington Deputy Bureau Chief of TIME magazine, has been writing about politics for the periodical since 1993. After stints covering the Clinton White House, the Congress and the 2000 presidential campaigns of George W. Bush and John McCain, he returned to the White House in 2001 to cover Bush’s presidency until his current appointment in June 2003.

As a White House correspondent, Carney has written and reported about all facets of the Bush presidency, from his response to the Sept. 11, 2001, terrorist attacks and leadership of the war on terror to his handling of the economic slowdown and response to the corporate scandals of 2002. Carney was one of only a handful of reporters who were traveling aboard Air Force One with President Bush on 9/11, giving him a rare perspective at an historic moment.

In the 2002 Person of the Year issue, Carney profiled Dick Cheney, demonstrating that Cheney is the most influential vice president in history and the chief architect of the Bush Administration’s drive to topple Iraq’s Saddam Hussein. In TIME’s 2001 Person of the Year issue, Carney co-authored a comprehensive piece entitled “Bush At War” that featured unprecedented access to the President and his most senior advisers and cabinet officers.

Prior to the 2000 presidential campaign, Carney covered the House impeachment proceedings and Senate trial of President Clinton, the fall of Newt Gingrich, and, as a White House correspondent, the first three years of Clinton’s presidency.

From 1990 to 1993, Carney served as a Moscow correspondent for TIME, covering the collapse of the Soviet Union and the emergence of Russia and the other independent states in the region. His work there earned him an award from the Overseas Press Club. He began at TIME as Miami Bureau Chief in December 1988, an assignment that took him to Panama for the U.S. invasion and Cuba for Mikhail Gorbachev’s historic visit in 1989. Before joining the magazine, Carney was a reporter for The Miami Herald.

Carney makes frequent appearances as a political analyst on a variety of television programs, including The Charlie Rose Show, Hardball with Chris Matthews, and The McLaughlin Group. For much of 1999 and 2000, he was the first reporter jointly employed by both TIME and CNN when he served as a special correspondent for CNN doing feature-length television pieces.

In 2004, Carney won the 17th annual Gerald R. Ford Prize for Distinguished Reporting on the Presidency. The award recognizes journalists whose high standards for accuracy and substance help foster a better public understanding of the Presidency. Vice President Cheney, former President Ford’s Chief of Staff, presented the award at the National Press Club.
